TSTF 2025 – New Speakers Confirmed from African Continent

Linstrom Marangu, Health Tax Specialist from the African Tax Administration Forum (ATAF), has confirmed his participation at the Tax Stamp & Traceability Forum, which takes place from 7-9 April in Cape Town, South Africa.

Linstrom will be opening the conference with a presentation on the African landscape in terms of priorities for excise management systems, key excisable sectors, illicit trade challenges, and technology needed to address those challenges.

He will also be chairing a panel discussion later on in the programme on integrating excise systems into comprehensive eGovernance platforms that bring together multiple services under one roof. The panel will discuss why some countries are moving ahead with this integration while others continue to keep their excise systems in a silo, and will consider what solution providers could be doing to help more governments move towards integration.

The ATAF is an organisation comprising tax authorities from over 40 African countries. Its aim is to improve tax administration practices across the continent by providing technical training for tax officials, policy guidance and advisory services, and support for countries in addressing tax avoidance and illicit trade.

The ATAF’s current chairman is Edward Kieswetter, Commissioner of South African Revenue Service, accompanied by co-chairman Sam Shivute, Commissioner of Namibia Revenue Agency.

Tax stamps in Tanzania

Another newly confirmed speaker is Abyud Tweve, Project Manager Electronic Tax Stamps at Tanzania Revenue Authority.

Abyud will discuss the introduction of tax stamps in the country, highlighting their role in modernising tax administration processes. He will examine the regulatory framework governing importers and manufacturers, detailing compliance requirements and enforcement activities necessary for effective implementation.

He will also look at audit and verification techniques employed by tax authorities to ensure adherence to tax regulations, including the use of advanced verification tools.
