New Tenders Emphasise Need for Traceability on Multiple Products

Over the past few months, a number of interesting tenders for tax stamps and track and trace systems have been issued by various revenue authorities across the world. Most of these tenders are characterised by two things: 1) their need for extensive systems that cover physical tax stamps, secure track and trace, and even production line monitoring; 2) their need for systems that cover a wide range of products.

Concerns with Tender Requirements

An ongoing issue of concern to the tax stamp world has recently resurfaced. The issue refers to the recent release of tax stamp tender specifications for Oman, which appear to eliminate all but a seemingly preselected supplier, thereby rendering what should be a competitive tender almost non-competitive.

Pakistan Tender – Here We Go Again!

The Pakistan Federal Board of Revenue (FBR) has held a pre-bidding conference for granting a five-year licence for what it describes in a public announcement as an ‘IT-based Solution for Electronic Monitoring (Track and Trace System) for Tobacco Products, Sugar, Fertiliser and Cement’.

New Tender for Nepal Tax Stamps

The Inland Revenue Department (IRD) of Nepal has issued a fresh global tender for excise tax stamps for tobacco, spirits, wine, beer and cider, reports The Kathmandu Post. A tender notice was issued on 14 October and all participants have until 29 November to submit their bids.

Perum Peruri Responds to TSTN Article re Nepal Tender

In the July issue of Tax Stamp & Traceability News™ (TSTN), we referred to a news article in The Kathmandu Post, claiming that Perum Peruri, which had been selected in March to supply tobacco and alcohol tax stamps to Nepal’s Inland Revenue Department (IRD), had failed to show up for the signing of the contract for the stamps, and that the IRD had subsequently initiated legal action against the company.

Nepal Tax Stamp Provider Fails to Sign Contract

The Indonesian company Perum Peruri, which was selected in March to supply tobacco and alcohol tax stamps to Nepal’s Inland Revenue Department (IRD), has failed to show up for the signing of the contract for the stamps, reports The Kathmandu Post. This situation is made all the more strange considering Perum Peruri’s longstanding relationship with the department.

Pakistan Tender Award Faces Multiple Legal Challenges in High Court

The Pakistan tender award for a tax stamp, electronic monitoring and track and trace system for tobacco products (announced in last month’s Tax Stamp & Traceability News™), has been challenged in the Islamabad and Karachi high courts, with a number of bidders filing formal complaints with regard to the allegedly spurious manner in which their bids were evaluated.
